How much does EU AI Act compliance cost?

The deadlines that shape your budget
AI literacy (Article 4) applies. Organizations must take suitable measures so staff are sufficiently AI literate.
The Article 50 transparency obligations apply. Chatbots and AI-generated content must be recognisable. This deadline has not been postponed.
Enforcement and fines for GPAI model obligations become sharp for providers of general-purpose AI.
The high-risk obligations for Annex III systems apply (moved via the Digital Omnibus). Use that runway to build the dossier; registration and evidence are heavy.
Fines through the regulator run up to EUR 35 million or 7% of global annual turnover for prohibited practices, and up to EUR 15 million or 3% for most other obligations. In practice, however, the biggest cost is rarely the fine: it is paused AI projects, lost deals due to missing supplier evidence and remediation under time pressure.
Subsidies can carry part of the cost
For Dutch SMEs, the SLIM scheme can reimburse up to 60% of an advisory and implementation project around learning and development, such as an AI literacy training plan or the roll-out of an e-learning approach. The August to September 2026 application window is the next opportunity. Healthcare organizations often already have allocated training budget through sector schemes. Standalone courses in the market cost between EUR 49 and EUR 1,395 per participant, but usually only deliver a certificate. Article 4 asks for suitable measures you can substantiate. Partly, yes.
